My mechanic continued to work on the cam belt and showed me that the cams were badly out of time and there was black plastic debris and bits of solid in the belt area. It looks as though a bit of plastic broke off and got inside the belt which then slipped over the crankshaft sprocket and was shredded. So he cleaned it up and fitted a repair kit including the idler wheels, restored some other parts and sealed it with a new cover and it started without needing a new ECU!
